Η Βούλτεψη σήμερα δήλωσε..
«Δεν υπάρχει κανένα θέμα στην κυβέρνηση από την πώληση του
30% της ΔΕΗ», τόνισε η κυβερνητική εκπρόσωπος, Σοφία Βούλτεψη, μετά τις
ενστάσεις που εξέφρασαν στελέχη του ΠΑΣΟΚ σχετικά με τη «μικρή ΔΕΗ».
Μιλώντας σε τηλεοπτικό σταθμό , η κ. Βούλτεψη τόνισε ότι ο διαχωρισμός και η ιδιωτικοποίηση της «μικρής ΔΕΗ» δεν συνιστά μνημονιακή δέσμευση, αλλά υποχρέωση της χώρας έναντι στην ΕΕ, ώστε να μην υπάρχουν μονοπωλιακές πρακτικές.
Ας δούμε τι προβλέπεται ο σχετικός νόμος που ψηφίστικε στις 12-2-2014…αλλά και ποιές είναι οι απαιτήσεις τη τρόικας…

Ρύθμιση θεμάτων της ΑΔΜΗΕ Α.Ε. και άλλες διατάξεις.
Ο ΠΡΟΕΔΡΟΣ ΤΗΣ ΕΛΛΗΝΙΚΗΣ ΔΗΜΟΚΡΑΤΙΑΣ
Εκδίδομε τον ακόλουθο νόμο που ψήφισε η Βουλή:
Άρθρο 1. Ιδιοκτησιακός διαχωρισμός της ΑΔΜΗΕ Α.Ε.
1. Με επιμέλεια και δαπάνη της εταιρείας με την επωνυμία «Δημόσια
Επιχείρηση Ηλεκτρισμού Α.Ε.» (ΔΕΗ Α.Ε.) συντελείται ο ιδιοκτησιακός
διαχωρισμός της εταιρείας «Ανεξάρτητος Διαχειριστής Μεταφοράς Ηλεκτρικής
Ενέργειας Α.Ε.» (ΑΔΜΗΕ Α.Ε.) μέσω: α) της πώλησης και
μεταβίβασης από τη ΔΕΗ Α.Ε. μετοχών εκδόσεως της ΑΔΜΗΕ Α.Ε. που
αντιστοιχούν σε ποσοστό 66% του καταβεβλημένου μετοχικού κεφαλαίου της
ΑΔΜΗΕ Α.Ε. σε επενδυτή και β) της απόκτησης από το Ελληνικό
Δημόσιο του λοιπού ποσοστού 34% που θα εξασφαλίζει σε αυτό καταστατική
μειοψηφία σύμφωνα με την ελληνική νομοθεσία περί ανωνύμων εταιρειών.
Προφανώς, κα Βούλτεψη, η πώληση της ΔΕΗ και ΑΔΜΗΕ είναι μνημονιακή υποχρέωση..
Μόνο που η κυβέρνηση ξεπέρασε
και τις απαιτήσεις της τρόικας, η οποία ζητούσε 17% πώλησης της ΑΔΜΗΕ,
και τα σαίνια οι δικοί μας οι πουλημένοι ξεπουλάνε το 66% !!!!!
Ας δούμε τώρα τι ζητάει η τρόικα στην αναφορά της «The Second
Economic Adjustment Programme for Greece, Second Review – May 2013″ στη
σελίδα 44
79. The privatisation process of PPC has
not started yet. However, the Government has presented a privatisation
and restructuring plan that provides the full ownership unbundling of
ADMIE (the transmission system operator), the creation and privatisation
of a new vertically integrated company endowed with sufficient capacity
to be a viable competitor, and…..the sale of a 17% share of PPC
itself currently owned by HRADF. The process should be completed within
the first quarter of 2016.
Prior to the disbursement, the Government
a. Adopts and publishes a fully-fledged plan for the restructuring of PPC with a view to preparing the company for privatisation and thus create the conditions for a liberalised electricity market. The plan shall:
i. provide a timeline for PPC to initiate the ownership unbundling of ADMIE through a sale of shares and/or a right issue subscribed by an investor and provide a timeline for its full exit. This timeline should include the steps for completing the process, with a view to complete ownership unbundling within 2013.
ii. specify details of a new vertically integrated company to be created in terms of assets, human resources and customer base subject to regulatory and competition provisions in force. In particular, for the assets:
1. to establish a viable competitor in the market, the new company shall be endowed with around 30% of PPC generation capacity, taking into account PPC’s decommissioning and investment plans; it will also be endowed with a pro-rata amount of the supply business. Both the generation mix and the customer mix shall be similar to that of PPC;
2. the plan shall include provisions for the divestment of lignite-fired, gas and hydro electricity generation capacity currently managed by PPC. It will also include provisions for the new company to access and control lignite resources on an equal basis as PPC. The proposed list of assets to be transferred to the new company will be assessed in the context of next review.
iii. provide a timeline for the new company to be privatised through PPC with the assistance of the HRADF, with a view to begin operations in 2015. The timeline should include the steps for completing the process;
iv. provide a plan and timeline for the privatisation of PPC. This timeline should include the steps for completing the process at the latest by 1st January 2016;
The execution of the plan will be made in strict adherence to the announced timetable, and in full agreement with the European Commission services so as to ensure consistency with the relevant EU legislation and best practice and with the current fiscal programme and financing targets.
